Garaging is the process of holding the kiln at a high enough temperature for the glass piece to not crack, but so so high as to cause it to deform or slump.

The idea is that while working, the kiln is kept at the garaging temperature and the beads added to the kiln.

When the kiln is full (or you have had enough for the day) then you can switch the controller to anneal and the temperature in the kiln will now rise to the annealing temperature.
